Boris Nikolayevich Yeltsin (1931-2007) directed the Federation's secession from the USSR and the formation of a new, decentralized confederation, the Commonwealth of Independent States (CIS), with himself as the most powerful leader.

Short Biography:

A referendum in April 1993 supported his policies of price deregulation and accelerated privatization, despite severe economic problems and civil unrest.
